Fall 2023 ASC Grassroots Referees Meeting Agenda
- Download IFAB app and utilize ASC and BAYS websites’ referees’ sections as resources, including for the latest changes to the Laws of the Game. The Massref and US Soccer Learning Center websites are important for scheduling courses and taking supplemental courses. The USOfficials website is for entering availability and accepting/rejecting games. Websites are here:

- Additional Requirements new since 2021 – Completion of the Supplemental Courses on US Soccer Learning Center website. The massref.net website has a video in the FAQ section (recertification
question #2) explaining how to access the supplemental courses in the US Soccer Learning Center website. All Grassroots Referees are required to take the Introduction to Safe and Healthy Playing
Environments (Intro to Safety) course. Grassroots referees who are 18 or older (or who will turn 18 during the season) are also required to take the SafeSport Course and the National Background Check. Check your profile to see if you have completed the requirements. - Code of Conduct and Game Day Reminders
- Coaches’ credentials – Referees must check coaches’ credentials before each game to make sure all coaches on the sideline are approved for the current season.
- Electronic whistles are preferred and recommended for referees. Masks are NOT currently required for anyone. However, the COVID situation is variable so please pay attention to all emails and follow instructions provided.
- Referee is responsible for checking the ASC website and your email before going to a game to make sure you have not received notification that a game has been cancelled. You will not be paid for showing up at a game that was cancelled beforehand if you should have known.
- Referee Certification and Preliminary Important Steps for newly certified Grassroots Referees. First, double check that you have completed all of the steps to becoming a referee listed on the massref website: https://www.massref.net/becoming-a-referee/steps-to-become-referee/, which includes completing the appropriate supplemental courses on the US Soccer Learning Center website. Second, go to the BAYS website and follow the process for Creating a Referee Account, including applying to Arlington. Third, also on the BAYS website, in the referee section, go to pay information and complete the required payment forms and submit them as instructed. Fourth, contact Paul A at paul2319@gmail.com and let him know you passed the course and want to referee for Arlington. Paul
will set you up with a USOfficials account if you do not already have one. You cannot be assigned games until you take care of all of these important tasks. - Game assignments – All referees must input availability at https://usofficials.com by Sunday night for the following weekend and accept/reject games at USOfficials by Tuesday night. Paul will send an email later in the week with any openings for the upcoming weekend. Email him directly if you are able to take one or more of the open referee or AR slots. When a referee accepts a game on BAYS, a link to the game report will be provided. All in-town games are reported to USOfficials.
- Game reports (and payment) – Complete within 24 hours of the game. All BAYS games must be reported to BAYS by the center referee and by the ARs. You should receive an email to login to accept or reject a game. BAYS games need to be accepted on BAYS before they are reported. Please accept your game on BAYS when you receive an email stating that the game has been added to BAYS (which usually happens Friday pm or Saturday am).
- Payment for in-town (ASC) and BAYS happens about three times each season and should happen automatically if you have entered game reports to the appropriate sites.
- Review changes to Laws of the Game for BAYS Grades 3 and 4 and Grades 5 and 6.
- Review Direct Free Kick and Indirect Free Kick Fouls and Referee and AR Hand Signals.
